EXECUTIVE SUMMARY:
The applicant was discharged for Misconduct due to willfully obtaining, possessing and ingesting marijuana in
the summer of 2011. The applicant was found by Customs Border Protection in possession of a THC substance.
Thereafter, the applicant admitted to smoking the substance earlier in the day. The CBP officers also found
barbiturates and ephedrine in the applicant’s vehicle. Pursuant to policy, the applicant was recommended for
Discharge due to a drug incident.
The applicant did not object to the command’s discharge notification. The previous year, the applicant also
received NJP for disorderly conduct and providing alcohol to a minor which resulted in a reduction from E4 to
E3.
The Board finds no issues with propriety or equity in this case.
Coast Guard policy prescribes no higher than a General, Under Honorable Conditions character of service for
individuals separated as a result of violating the Coast Guard’s drug policy. The General, Under Honorable
Conditions discharge is equitable.
Propriety: Discharge was proper.
Equity: Discharge was equitable.
